Anyone have idea how long you need to wait when you form a guild to have permission to use the guild bank?

Then you should be able to access your guild vault the moment you create the guild. You can buy your first tab for 100 gold.

But i cant do anything - cant deposit gold, cant buy tabs...maybe im not doing something right...but i dont know what
