Heirloom transfer

made new character ,
can't xfer to him heirloom , only to him ,
all others work fine.

What should I do..?

You can't mail heirlooms with enchants that have level requirement. If it has such enchant then you have to replace it with another enchant.

Sadly , I have no enchants on my heirlooms , they are brand new , most of them.

"Frostwolf" , I had to make new account in order to transfer my heirlooms , sad thing is now 2 of my mounts stuck at level3 character... :(
only if there was a way to transfer them.

What does new account have to do with heirlooms? You should not be able to transfer heirlooms to another account. They are account bound and can only be sent to chars on the same account.
