Pandaria [Help]PvE elemental shaman

so i'm trying to reach 120k dps on my ele shammy to run ToT but i can only do ~90k dps max and 75k stable. Any tip guys?
i have 510 ilvl 2/3 pvp
my stat
haste ~22%
mastery 54%
crit ~10%

I was pulling 140k DPS steady back with Malev/Tyran before moltdown when we had broken Mastery..

Hit > Haste = Intellect > Mastery > Crit.

Thats your stat priority.

I wish i could give you also the link For Totemspot Elemental 5.4 guide, which is kinda the Bible For every ele shaman who wants to improve himself, but i couldn't find it anywhere :( anyway, if you want a summary, here it is:

As stat priority, you should go Int = hit to 17% > haste > mastery > crit.
Talking about talents, you should definitely go Echo of the Elements and Unleashed fury if you have more than 500 ilvl and the fight is single target, otherwise Elemental Blast for cleave fights and less gear. Other talents doesn't directly increase your damage output, check the guide for more informations, same for glyphs.
The spell priority list is as follows:
- fire totem down (searing or fire elemental)
- flame shock
- unleash elements if specced into unleashed fury
- lava burst surge proc
- elemental blast if specced into it
- normal lava burst cast
- earth shock with 7 charges, 4 or more charges if the remaining time of flame shock is < 8 secs
- lightning bolt

Use fire elemental and Ascendance whenever they are off cooldown, try to sync them with your int procs.

Mastery is only priotised over Haste after you passively reach the 35% haste cap. Which if you looked at the guides for 5.4 include the average ilvl of the teir gear being 565 for normal all the way up to 580 for HC Warforged.
Below that it is unlikely that you are going to passively haste cap yourself and thus you must prioritise it up to 35% before taking mastery.

Don't try and quote anything retail related on warmane since we are only on patch 5.4 for class changes and not content and gear levels.

I'm currently playing elemental shaman ilvl 521,my haste is at (8096) ~25%, my mastery is at 49-50%, hit 15% and i usually do around 120-130k dps in ToT 10m ( 105-110k stable on the dummy). I'm using Echo of Elements and Unlieshed Fury. My rotation is :
1. First i put Searing totem or Fire Elemental totem.
2. Next i cast Flame Shock on the target and i refresh it 4-5s before it expires.
3. I Use Unlieshed Elements, followed by a Lava Burst.
4. I try to use as many Lava procs i can get and use Lightining Bolt as a filler.
5.Between casting Lightning bolt and Lava Burst i use Earth Shock whenever i get 6-7 charges of Lightning shield.

So my question is, is there something wrong in my playstyle(rotation) so i loose some DPS, or this DPS is normal and every shaman with my gear would normaly do. I'm just curious, because comparing to other classes with the same item level i do fairly low dmg. I would appreciate if someone more experienced with playing elemental shaman can give some tips or info about their gameplay. In particular if you can mention how many % haste or mastery should i get and why haste>mastery or mastery>haste.

Everything i know is theory knowledge based on reading countless guides on PVE ele shaman because my guild is waiting for september to do some serious pve stuff, meanwhile we tryhard in bgs XD but i played both wotlk and cata 25m hc difficulty, always as ele, and i know two or three things about elemental. First of all, there are some major issues still to be solved about classes, so the dps charts you see may be not accurate at all, don't trust your recount.
Haste is better than Mastery for one reason: mastery affects only your Lava Burst, Chain Lightning and Lightning Bolt spells, and it's scaling factor isn't enough to compensate the direct damage output increase granted by haste. In a few words, the more spells you cast, the more you hurt.
What i can suggest you is to download SimulationCraft and check directly what your dps output should be, and maybe read some guides. I found particularly interesting Totemspot, mmo champion and Method guides on ele shaman, there are some pro tips which could improve your gameplay. I personally can sustain more or less 110k on training dummy without using ascendance on full griev gear with pvp trinket on, so maybe your dps output could be a bit poor, even if still respectable.

not sure if EF is working, with no buffs it didnt increase my lava burst by 30% it went from 120k lb to 140k lb which is only like a 16.7% increase
