MM and Surv Hunter stats

Hi,
I was wondering if anyone could maybe help me.

I have been googling and youtube-ing for a few days now to see where the stat limits are for MM and Surv Hunters.
I have had a few links where the stats are completely different from eachother.
I tried all these out but can't seem to get the sweet spot.

If anyone that maybe knows these stats and limits please reveal it.

What is important for you is to have 4% hit rating, 6% expertise,and around 30% crit and mastery. Haste is not as important because any difference is honestly hardly noticeable so having 6-8% is completely okay, and you have 2 pets that can buff you for 10%. This is for MM, I am not sure if it's the same for sv but I'll leave that part to somebody else who plays mainly sv.

why 4% and 6% when on the character panel 3% is enough to get a sure hit?
