Lagging maybe help

hy guys i have the problem that im lagging at 12am server time . in the morning i dont have any lags . its start at 12 am servertime ...
I looked for ms and fps : 30 ms 60 fps . i have delays in spells and i dont know why . every day start it at 12 am .
Anyone have a idea how to fixx that ...

Pc : 8 core 8x 5GHZ
graphiccard : nividia geforece gt 730 4 gb Ram

its a new pc and i didnt have it before

Mmmm are you sharing your network connection with anyone else? Perhaps at 12 AM someone gets on your network...

ty for answer @ CompassSeeker but no i dont share my internet , i looked into my router system who is connected or not im the only one who is connected and i know the server isnt lagging cuz other ppl tell me im lagging only ...

i cant find the reason tried to close addons aswell
new graphiccard drivers are installed aswell
called the provider all fine
i cant really find the reason why i have 1 sec delay ore sometimes huge delay.
so i got angry tried on other server if im lagging there aswell and i didnt has spikes there only tested not palying ..
i wanna play here but with that lags i cant play one arena game :(
any other solutions maybe :o?

i looked on server nformation it says 136 ms server so server is lagging i think but ingame says my ms 30 and i am lagging only other ppl not i cant understand it :( .,.,.,..,.,.
