Does that mean old Lordaeron characters will be restored?

No that means that 17.042 characters will be available for restoration from now on. In case Moltdown 2.0 happens we will be able to recover our current characters.

how do u even think it will bring back your lvl 80 ? did u had even a shred of a thought that u will travel with a lvl 80 full heroic gear among lvl 60 who cant pass that lvl in 2 months and is a progressive realm too? come on use your head, and i know u "just" asked but u asked the wrong question and it made me mad sorry but i had to say it

You have to keep in mind that not all did backup their characters I for instance didn't was too lazy, but kinda no point at launching Lordaeron x1 and starting from scratch when we get our old characters.

All old characters since before Warmane have been lost.
