Where the hell is Koltira Deathweaver?

This guys is making me angry, i cant find him anywhere for the second time.

First it was at Agmar's hammer and now at Icecrown trying to reach ebonblade quartermaster.

I can't find him anywhere...

He is inside the shadow vault far north in icecrown but you have to do the quest chain and I Think be at least friendly with ebonblade in order to see him.

I saw him standing where the Emblem vendors are in Dalaran. He was in the doorway into the room.
