Dailies in Isle of Thunder

Ok, so I went to IoT for a standard ToT run, what caught my attention is blue exclamation mark on the left side of the stairs.
I picked up all available quests which gives u 50 VP (too much maybe?) and lesser charms. But we are missing mobs here. I also saw a lot of new details here.
Is it happening?

i am here now and i see 0 nps ony 1 but that one was there for months.

True i went there for dailies to get the direhorn mount.....and....0 NPC's except for the shando pan warrior at the entrance of TOT and a few scarabs.

What I see is just another way to get a lower gear which is not higher then ToT one. So that means that we who are more like hardcore raiders have nothing to do there. Oh well...
