Well, you see, over the years Blizzard moved Improved Slam back and forth between Arms and Fury. Back then Slam used to reset the swing timer, so the only feasible way of using Slam was as a massive rage dump when specced into Imp Slam.
With WotLK, they changed Slam so that instead of resetting it only paused the swing timer. This was a complete game-changer when it came to Slam as a rage dump and a DPS gain. Together with that, they moved Imp Slam into Arms (something that came to stay, as we see with the future expansions) and added Bloodsurge to Fury so that it can utilize Slam in some way too.
I'd say hardcasting Slam as Fury is a very bad idea when you can just queue a Heroic Strike without pausing your swing timer. When it comes to Arms though Slam plays a pretty big role, sadly not in PvP because it took Blizz "some" time to realize that you can't just stop in one place and cast Slam on a player... There is literally no other melee class with cast spells - Rets use instant Flashes and abilites, Enhs do the same with Maelstrom Weapon, Ferals - with Predatory Strikes, Rogues have no cast abilities whatsoever. The only way you could really use Slam as an Arms Warrior in PvP would be if you have Imp Slam + Imp Hamstring... and/or if your target sits in one place for some reason. Then they also added Throwdown.
You would think hard-casting Slam wouldn't be good, right? But over like 8 tests that were 3 minute long, on a level 60 dummy (to better simulate the rage income I would have if fully raid-buffed), I consistently pulled an average of 10.3-10.4k DPS on the 4 tests where I didn't hardcast Slam, and like 10.9-11.1k DPS on the 4 tests where I did. Pretty boggling stuff.
Yeah, which is why it's so weird. It wasn't possible to see a DPS gain from hard-casting Slam on retail because your swing timers were properly paused whenever you casted it. Here, the swing timers continue, without the swing happening in the midst of the cast, such that you often get those swings immediately as your Slam ends.

True Story. The first time I've heard about the lock hybrid spec I was quite shocked but when I've seen the dps chart numbers I've been shocked twice.
