Relic of Xuen not working?

I have the Relic of Xuen, which is upgraded once to 480. It's supposed to proc an agility buff of 3143 for fifteen seconds. When mine procs it is for 82 agility. I can't find anything on the forums from searching, nor does there seem to be a bugtracker report. Am I the only person with this bug, or, is it just reporting incorrectly and it's actually working like it should?
