1. Elemental in PvP and Resto in PvE?

  2. not sure about resto, but elemental spec works pretty well overall, almost bug free, however due to the fact that many classes other than shaman are benefiting from bugs to different degrees (for example warrior deep wound does twice as much damage), elemental, a spec that works correctly is somewhat weak in comparison.

    there is one bug that affects elemental pvp wise, that is mastery doesn't proc extra lightning bolt when cast said spell on the move, since shaman needs to spam lightning bolt for sustained damage, without this bug being fixed, you pretty much just have to hope for more lava surge procs and lightning bolt crits.

    The two specs are good both in pvp and pve.. imho resto is better because it's maybe the best healer in a raid environment, and you can reach a very good rating both in 2s with an aflli lock and 3s as LSD2. Elemental is a valuable class in 3s with some comps (blizzcon 2013 3v3 tournament winner is a eleshaman), and it has a safe spot in a raid group not for the dps oputput, which is just average, but for the huge utility and buffs which it brings on the table: sp, mastery and haste buff, raid dps and healing cds. It's kinda weak in 2s but you can reach 2k pretty easily with a priest (disci or holy), destrolock (old but gold), frost mage or balance druid.
