So after leveling main to 60, gearing up and stuff time for alts right? Wrong...
First I hit 15 with mage, could spend first 5 points in improved frostbolt so that is 5 points, and when I hit level 15 I could not spend any points in second row of frost tree, tired reloging, cache deleting, still nothing.
Decided to try another time and leveled a druid to 15 and still the same problem, then I leveled him to 16 just to see if gaining another point would make a difference? Again nothing. SO I could spend them on the first row of the tree, just not the second.

And now after waiting for about 4 hours on a ticket I gave up and went to sleep. Now I am asking if any of you has thesimilar issue? or is it only on my side?

Check if one of your addons is blocking it. I've had a friend that had the same issue. Disable the addons and see if that helps.

disable all addons you have and check if problem persists.

also - check if ESC->Interface->Game->Features->Preview Talent Changes is disabled /enabled and change it then relog.
