I'm not earning +0.5 points for the good standing rank. If i get more than 365 days without a ban can i get the reward again?

According to the post about new point system you will get them when 365 days have passed since the ban.

'Good Standing' means you haven't been banned within 1 year. An official answer won't change that.

When you mouse over the activity rank does it list off in good standing or are you reading that from your account status?

I'm going to assume that your account status has to be in good standing for a full year before you get the extra half point.
Maybe a staff member can confirm this?

Yeah, that's it. I got banned march 2015. I'll just earn that points in 2016 march ;)

I have 2200 AP on mop and more then 1000 on cataclysm but its still don't count cataclysm points in my activity rank. How much points i need to have on cataclysm in order to count?

It's said UNIQUE achievement points, aka no repeating achievements will count.
