New Player LF PVE server

I'm looking for a PVE server, i've seen there are multiple servers here, which one is the best?
I come from Offy and I'd like to do some old raids i've missed years ago.
Can you give me some advices ?

Well it depends on what Expansion you want to play.
Wrath of the Lich King:
Deathwing and Ragnaros are both at End game already (the last raid is out and in it's nerf state). x7 Rates on XP/Gold/Proff
Lordaeron is a progressive server, the raids will be released with set intervals 1-2months per tier (maybe longer) x1 Rates on everything.
Also Lordaeron has nearly 100% working content with all low level raids and dungeons released, soon they will be ported over to Ragnaras and Deathwing.

Cataclysm:
Neltharion. End game content and in it's nerf state, few bugs that are being worked on and x7 Rates.
Mists of Pandaria:
Frostwolf. Think they are on the second to last tier (ToT HC). A lot more bugs and least amount of content here out of all other realms, regular fixes and updates though. Again x7 Rates.

All realms are flagged as PvP, none PvE.
However all realms except warsong and blackrock have PvE enabled ofcourse.
