Different zones for Ally and Horde

Hi everyone.
This threath is opened for GMs. I want to ask them if they can do anything for those zones in pandaria where ally and horde collide. You can't level properly cuz one of the other are doing pvp. and cities are opened for everyone. Can't there be only zones for horde and zones for ally just to avoid this? It's very unapropiate when you got killed several times by a higher lvl player and can't do anything, not even run....
