Why is ptr with boosted bosses and blue items ? So that guilds can have all raids on farm before ptr ends, and when those raids go on live they will 1 shot everything ?
How about nerf the bosses and add t7 gear, so it will be just a bug check and not a progression training.

Every ptr is progression traning. Dont know that is strange here for you. Best way to check dmg/bugs etc is doing content with correct items. Not overgeared

Buffs are there to change the difficulty of the fight, however when u give blue gears and 2 weeks time of ptr, people will get used to the current difficulty, so ptr defeats the purpose of the buffs.
The other thing is, most likely just guilds will spend enough time / wipes to progress thru the whole thing just to "test" if there are any bugs (and they will report only what they seem fit for reporting ), so it looks like the whole purpose of the ptr is to be guilds training ground and not bug test/ report kinda of thingie.
If there was t7/8 and unbuffed bosses, just about anyone could go there and test if raids are working properly, and not just guilds that are in the race of realm first, for the sole purpose to clear it with blues in ptr and then have no problem on live, while reporting mininal bugs or whatever they cannot deal with.

My point was, raids in ptr should be either weaker via buffs or done with slight overgear, if u dont want to see realm first on all raids at day 5.And it will be most likely before 5.
Hardcore guilds will most likely still choose to do it undergeared, for their raid training.But if higher gear is allowed, pugs will be able to test stuff as well.
