Are they even going to distribute titles to warsong realm this season? The realm is a wasteland...

No definite time as it requires manual finalization, it'll be up on the website as soon as everything prior to it is done.

Because it's currently one of the most rarest mounts and not available anywhere other than Season Rewards. We can decide to use other mounts in near future, especially the ones you mentioned.
Also, it's done so it can be synced with other realms that have the same reward. - Proterean
