How can quest - bugreport for wotlk be related to cataclysm?

https://www.warmane.com/bugtracker/report/1694 - cataclysm report was marked as related to wotlk report, maybe mistake? And this report is 6 months old - I can't find any report for this quest for cataclysm, so I think it's not duplicate.

Or this mean: northrend will be ported from Lordaeron? I don't know so I just asking. Thx
