Not because the cheaters and hacker.... Donnu what you get that idea about, but simply because of the fact that people donate for legendaries.
Yogg Saron, One of the hardest bosses in wotlk would probably whipe more guilds then lich king does atm if people tried doin it.
Question is, why would you get val anyr (the BiS healing wep for almost every class) from 30 shards without even seeing Yogg saron, but then not get anything if you try compleate shadmowmourne quest with 25 primordials, I mean even if you kill LK on 25 heroic, Wich is the final part of the questchain.
I know I know...."But everyone would have a shadowmourne...."
Well yeah offcourse, In retail everyone who played during that time knows how annoying it was to get 25 primos, then down lk 25 heroic and they only had like a year to do it before cataclysm came out.
Here, there's tons of guilds who gotten light of dawn and to get 25 primos is 3 times easyer then retail, whilst getting fragement from ulduar is 3 times harder.
But the thing is, and here's the thing.
In order to obtain these legendaries you need to defeat the end bosses of the hardest dungeons in wotlk (excluding rs25) wich was hard as hell at the time they came out, but you needed skills, to get rewarded. Not just farm 2-5 bosses every week, hope for shards and reserv them, thats no skill involved in that at all.
