    [Q][Item] A Letter from the Admiral

    I've completed Urgent Delivery and recieved A Letter from the Admiral in my mailbox. Now i'm supposed to use the letter to start the next quest in the chain - The Bloodcurse Legacy. The problem is i always recieve "You don't meet the requirements for that quest." error.
    The letter requires level 15 to use. I'm level 19 and i've done probably 90+% of the quests in Azuremyst and Bloodmyst. Any ideas?
