Is it possible to increase Lordaeron population cap?

I've been wondering, since Lordaeron is one of the greatest free servers and it is capped to 10 000 people, is it possible to increase it more and balance the stability and server laggs?

Because as you can see the server is permanently full and to play the game at the very afternoon is kinda impossible and people do not have to wait for 2 hours in que.
