The way I see it folks, until at least ToC is out it'll be sort of dead. However, after ToC is out I think it'll increase because that's when people, at least on retail, started twinking in 60 on my server ^.^. I guess it was because everyone did ToC too fast. A/w, this obv isn't necessarily true. It could start even during Ulduar.
People say that the lvl 60 bracket will be dead on Lordaeron. False, it'll grow. With over 10k players on one server you'll have a lot of twinks. Especially 60 / 70. Forget about lvl 19, sorry to spit you guys in the face but personally I've never seen it very populated on the servers I've played. FYI I know it's the most populated bracket as of now tho that's because 19 twinking doesn't require a lot of work and for some people is a bit funny. However most of the 19 thinks that I've known throughout my wow career has upgraded to 60 / 70 twinking because they get bored of the same tedious 19 twinking after a month. There's no real pvp involved (that's what they told me, up for discussion for sure). Either way 60 / 70 bracket have been the most populated twink brackets throughout wow history.
However here's the point that I've been trying to make.
The lvl 60 bracket along with 70 bracket will grow a lot in due time and I think it will become more populated than people expect it to become. Hence I've alrdy started my journey on lvl 60 so for those interested in tagging along right now you can throw a whisp to Rion and we can team up. As of now what I'm doing is pretty much the good old pugging with lvl 75+ players but in time we might just get a lvl 60 raiding guild going. Who knows?

PS: I'm not very active tho seeing as the prices on items right now are high, they have announced that they will drop the prices in the marketplace tho so hence the waiting. The only thing I'm doing right now is MC for thunderfury bindings + AQ 40.
