The so called "OP Technology" costs thousands of dollars to purchase and the management of that same equipment is actually expensive. If we were talking about a company that would generate thousands of dollars in a montly basis I would support your whole theory and statement. But the fact is that Warmane serves a niche market that can't sustain such costs.
Plus another major issue is that Warmane Staff, if I'm not mistaken, doesn't have any kind of direct form with the host. They can't manage the equipment themselves, they hired a host to do it for them. The only thing they can do from distance is mitigate the damage done by the DDoS attacks and make backups to avoid unnecessary damage.
Detecting someone behind a DDoS attack is not easy. A DDoS attack consists in a massive attack from multiple computers sending huge ammounts of files to the server making the bandwith burn down completely. With this said, since several computers are behind that action, it's actually hard to find the "leader of the pack". People that make attacks like this ones don't usually get themselves envolved in the process. They have "ghosts" that will do the job for them and in multiple places of the world. Network is actually a complex issue and if they aren't rookies they can easily overflow the network without many struggles.

To be fair there's no so called "boss of the internet" anymore. We live in a current state that globalization is just way too wide to actually have a so called owner of the internet. The ammount of companies that sell the service is just too many. Yes, you still have online authorities that their job is to make sure that the Internet stays clean and healthy. That's why it exists the so called Deep Web - The gore stuff that is not safe to be wondering in the most visited places in the internet.
As everything in life there are good and bad people. Some people will always use services for the good sake of other people and help each others - Then you have the bad people that will do everything possible to use the service with bad intentions. Unfortanely, it's one thing that we can't control at 100%. You can chase the people that do this kind of acts but you'll never know where you're going to actually get them and how to stop them completely.
