Please help,just downloaded 5.4.8 and can t open it

Hellow mate , have you checked-in your realmlist? + Download 5.4.8 wow.exe from the website main page i think that would fix your problem , when you do that if still not working try to run it as administrator.

Uncheck "READ-ONLY" in Mists of Pandaria folder settings. Done.
