This is the quest I am refering to. My character can not pick this up even though there is no prequest and he is high enough for it. anyone have any idea if this is just a bug or if I am missing something that may very well be obvious??

Hm, i done all other quests from the Castle before i did that quest.

Ok so it turns out that you need to complete to quests, news from the east and to Westguard keep! in order for this quest to be available
