Name change - vote points

I wanted to change the name of one of my characters but I can't find a way hot to do it? Does this mean that it can't be done? Is this standard practice on private servers?

just see it on the right tab, i think it was My account, Services :)

From the website go into My Account>Services>Select Realm>Select Character>Set Currency:Points> Character Rename
