Quests in Westfall

Hey all. Where are the quests in Westfall? I am level 13 and ive done all quests. The defias questline, gather some resources for liver crap and westfall stew etc.. I've been at the Lighthouse and did the quest there, but the only quest ive got left is an impossible one for my level. How do you get to 15 with so few quests? Are you supposed to grind it out?

I've leveled up Elwynn, Loch Modan, Westfall, Redrige and then Duskwood.

The tower officer starts quest lines - maybe at 14 and 18. The Captain at the Lighthouse gives 3 quests but u need 16. Did You return the watch to Baris Alexston? He resides in a building on the right of the Cathedral in Stormwind City.
