In order to get legendary back you need timeless isle, however thay could have implemented part of the questline. First 2 parts of the wuestline are not hard to script and that could have been done by now, only problem are faction npc that you need to kill to get to reverted, but they could have also be scripted for quest purposes only. Problem with 3th part is world boss Nalak, scenario in thunder isle, you also need to kill mobs there to get exalted with black prince. And for the last part you need timeless isle. The thing is that Blizzard made it so that you can enter in soo with legendary back, this is not like in wotlk or cata where only few ppl are ment to get legendary, it's ment that most of the ppl get it. So this is rly important topic and i hope that we will get some official answer.

Well they told us that is easy to exploit those quests, and every1 could get them, i dont know how was that possible, but lets say ppl are going to exploit it who cares, it's there for every1 to get it. LIke I said already those are not made for just a selected few but for every1, as it is legendary ring in wod. So in my opinion they cant have that same excuse now. And i dont think that they will get money if they just release it in coin shop. But if they implement questline and at the same time add it in coin shop ppl will donate for it, cuz there are many lazy ppl and questline is not that short. That is how i would do it anyway.
