Balance Dudu - Cata DPS

Hey I've noticed I can't get past 22k DPS on Dummy with my Balance dudu (ilvl389)
My trinks are DMC:V and Bottled Wishes, I'm using 397 crafted gear and no tier bonus from set, and a 378 dagger with 378 off hand.
I'm reforged Haste>Mastery. (Ofc 17% hit)
Why is this? Is there any spell not scaling properly or balance doesn't do a lot of dmg on this Xpac?

Our dps on dummies are pretty **** in general I would say. I'm a 405 boomkin and I do about 35-40k on dummies and 55-65 on Madness. The dummies are also bugged (for alliance at least) and resets 24/7. I would tell you to test your real dps in an actual raid instead.
