Is this quest working? Seems like the mobs do not spawn. Still, I saw some people wearing Illidari tabard. How to get it?

I already made a thread about this, but nobody seems to pay any attention to it. Most Shadowmoon quests are bugged, including this one and Kindness which starts the Netherwing rep. Also BT is closed. I'm not sure why they left Shadowmoon such a mess.

the ttabard isn't even in the store... and the bug isn't fixed!!! HOW WILL I HAVE MY FAVORITE TABARD NOW!!!!
