You need to have at least 1000 achivement points.

Yes.You are making new achivments every time when you do something new and unique in WOW.You need 1000 achivment points total on your account if you want to vote.You can find more info here

Did not want to open a separate thread, so I'm just gone go ahead and ask. Is it possible to get points from old molten account? I started playing after a year or more, now I need some heirlooms, and since then Molten is gone, highly unlikely but its worth asking. :)
