Furious Off Parts - Arena requirements mistake ?

So the Furious gear cape's require 2000 arena rating to get while the all the other off parts - neck,boots,wrist etc are in the 1500-1650 range , furious shoulders require 2050 rating and the cape is at 2000 ? Was it like that on retail or it is mistake of the added requirements because it makes totally no sense.
