Cataclysm Expertise

Can someone of the warmane staff tell me if expertise and spell penetration do work, and if not, are you ever going to fix that ****?

The only thing I found in global is confusion and jokes about the server being flooded with bugs since the dawn of time.

And yeah, I'm expertise capped and get frequently dodged even when the opponent doesn't use any cd, so I think I've got an answer to the first half of my question. Probably the second part too, but thought it would be worth trying to ask.
