Creating new guilds

I'm noticing an issue with forming a new guild. I have a charter full of signatures but nothing happens when I try to register the guild. Anyone else experiencing this?

I was having this issue for the previous two weeks. I was hoping that the merge would have fixed this issue :(

A long time ago, and on the old core, there was an issue where you needed to have the charter in your first bag (backpack) when you went to register it. If that isn't the problem, you could try closing wow, deleting cache, and re-logging. If THAT doesn't work, try disabling ALL addons.

Yeah I tried it. Nothing seems to work. I've made three charters gotten signatures for each and can't turn any in. I disabled addons, deleted cash, relogged and even contacted a GM in game. Nothing works.
