Shadman himself (the guy that drew that picture) isn't racist and he reminds his audience of it every time he draws a nazi related outfit.
Even in the link from my post just above this one there is such sentence in the description of the drawing.
'Even though the character wears a Naziesque uniform, I am not a nazi sympathizer, and don't want this contest to be riddled with swastikas.'

Last I checked there was ZERO nazi icons within that uniform she has on, the fact is was of a similar style isnt an issue.
