Technical Stuck at 100% loading screen (Wotlk)

There are 2 situations.

1. Stuck at 100% loading screen and cant log into game world.

2. Logged into game world, but no npcs and players around with extremely high latency.

I googled these situations, and found out retail had the same situations.
I followed some advices, like restarting modem/router, deleting cache/WTF/Interface, but it doesnt work.

this happened after a sudden disconnection. LF help
