WotLK Question about veangeance (ret talent)

Hello i have a question about the veangeance talent, is this talent supposed to show up for every crit ? When i deal crit thanks to seal of command it doesn't show up, i have to do a direct crit with weapon or spell

I can't say with any certainty, but I can see how it could be interpreted that way by the devs. It's not a big deal, though. You should cap your stacks fairly quickly.
