Are DS rare trinkets working?

Somebody in global chat was saying "rip Windward Heart 2016" so I asked him what was wrong and he DS trinkets weren't working (aka windward, bone-link, cunning and vial)

Then I asked a guild mate, who said that proc chance was "****ed up"

Can anyone else confirm this?

technically, it's supposed to be (and was a few months back, not sure currently) a 30% chance per run to have a shared boss loot drop on one of the bosses that drop it

also for global... just put spamnuts on ignore list, if you notice windward proc on your priest then that means it works...
