1. 1 point in Scent of Blood is recommended, it really helps to keep spamming Rune Strikes all the time.
2. 5 points in Dark Conviction when you take Death Rune Mastery are completely irrelevant.
3. Improved Blood Presence increases healing done to you by 4%, which is quite viable.
4. Lichborne is useless in WotLK end-game tanking.
5. While Annihilation talent is fine, putting those 3 talent points in Killing Machine is way more efficient as an agro talent.
6. While going so deep to Frost talents, taking Anticipation(3% dodge in your case) is not recommended, since you could take Improved Icy Talons, which is huge raid support if you dont have FDK or Enha Shaman.
In conclusion - this spec is viable, but there are better ones. I would recommend on of these specs:

Building your specs that suits your playstyle the most is a good thing, but some talents are mandatory for efficient tanking, and you must be careful not to waste talents where they are not needed.
What I really want to know is why people think it's acceptable to skip points in Anticipation, but go a full 3/3 on Frigid Dreadplate.
I suppose the focus of the spec demmye linked was imp.Icy talons thus the lack of anticipation/virulence from the unh tree.
I don't think there is a cookie-cutter spec for DK tank as it depends on your playstyle, level of skill, the players you're raiding with and other minor factors. As you advance and move further up the ranks both gear and skill wise, you will notice that whatever sub-spec you focus on, whatever optional talents you take, it won't make too much of a difference simply because they aren't as important and sometimes are rather situational.
BDK relies on self heals rather than blocking or taking less damage in some way, which means as long as you pick up talents such as http://wotlk.openwow.com/spell=59754 + http://wotlk.openwow.com/spell=49489 // http://wotlk.openwow.com/spell=55233 // http://wotlk.openwow.com/spell=62908 // http://wotlk.openwow.com/spell=50150 you aren't going to have too many issues as a tank. Whatever you pick up along the way to the WotN is sort of a filler to access your strongest talents and then you simply put other points to wherever you feel like is necessary.
For example, some people tend to run builds with http://wotlk.openwow.com/spell=50034 while others don't. Personally I never liked this talent but it doesn't make too much of a difference since it all depends on your own playstyle. I've had a fair amount of time to figure out what spec is the best and I can tell that there really wasn't a spec I could stay with for any longer than a few months without switching something out from time to time. I used to run specs such as 49/15/7 or 47/15/9 and I'm currently at 44/27/0. Was one spec more impactful than the other? No, not really. Each of those have some sort of advantage and disadvantage and you can, as I already mentioned, adapt and put your talent points into whatever talent point you feel like is necessary.
My point is, every spec should be made by simply picking up the core talents of that particular tree and then filling in the rest of these points as you like. Tank talents differ a lot from DPS or healer ones. You can't just copy-paste every talent from some sort of a guide as a tank, you simply have to try out and think of what you like and what you don't like.
Remember, as long as you pick up your core talents as a tank, there isn't a right or wrong opinion when it comes to further spec'ing. There is just a difference in playstyle and our own surroundings.
TL;DR - I strongly suggest picking up every key talent from Blood spec and then simply use up the remaining points for whatever you think is best and brings most value while tanking.
I've also been trying to find a good spec that isn't your typical deep blood spec. What Heraxion is said is all true. DK is unique like that and can get the job done in a lot of different ways. I've put together a spec that I will be trying out first before going the normal deep blood spec to see how it is.

This spec is the best in terms of survivability outside a well geared Unholy DK. The only concern I have is holding aggro which is why I went 3 into Scent of Blood, allowing me to get more Rune Strikes off for single target.
If you want more aggro just boost your icy touch with killing machine and black ice (can't get more than 2pt without dropping haste). If you still need more threat, swap Frigid Deathplate to Glacier Rot for another 20%.
In ulduar gear i'm getting 30k+ threat per icy touch (w KM) with those talents.
But the point of that spec is to take advantage of the avoidance from Frigid Deathplate so I wouldn't remove that. I wanted to get the most out of the avoidance/survivability talents while keeping Will of the Necropolis.
At the end of the day, this is an older game and deep frost/deep blood are proven to be the best for the hardcore raiders (I lean towards Blood). But for some of us, we like to try different things and experience the game a bit differently than the standard way.

That's too narrow imho. I would define main purpose of tank as: Having maximum survivability while holding aggro.
This isn't correct. If it's only about threat then why load up on defensive stats?
If you're dead, you can't hold aggro.
