how do you get vote points?

I know this may sound dumb.. but.
how do you get vote points? some one told me that you start getting them daily once you have a lvl 80 char on any server..
well i have one. and i still don't have any vote points ( it says i have 8.. but when i click on "collect vote points" it says that i don't have any ..

is it like coins?? you have to donate for them?

It is once you have at least 1,000 unique achievement points.

when you get 1000 achievement points you can go to your account and just click to vote and get points
