Hello, is it worth to start a new character and spend a month or two leveling with this decreasing population? Or just go straight to Icecrown?

We can't say if the population will increase later or decrease even more, time will show that.
Icecrown and Lordaeron are two very diffrent servers except them both being the same expansion. So it is really up to what you are looking for. If you like a server with some more work, go Lordaeron. If you like a server where things gets a bit more simple chose Icecrown :)
Keep in mind that the rates will change on Icecrown later.
