WotLK Can not Register the Guild Chapter

Hello people

So i collected all the signs needed for the Guild creation, but whenever i try to "Register" it at the Guild Master of StormWind, nothing happens. Tried to relog, still nothing.
Anyway you can fix this bugg?! Thank you!

idk if it is bugged or not.

But u can try Guild Master of some other city.
