Technical Problem with downloading

Hey there! I am new to this amazing place. But I have a problem and I would ask for your help.
I downloaded "Wrath Of The Lich King" expansion and I can`t update it.
It ussualy happenes something like this:
- I open the game and log in
- then 0% appeares on the screen and says it will download the latest patch
-after it goes to 100% it asks me to restart the game because of the update
-when I click it another window, by the name of "Blizzard Downloader" appeares
-it stays on 0 with a text "the tracker is not responding"

What to do? I tried to reinstall it, but nothing happenes. Please tell me a solution
