I downloaded more than 27 gigabytes of the ILO over the torrent, and yet can not even turn wow game exe or unload the screen just nothing, it's not like I'm 10?

Follow these steps:
1) Restart your PC ( in your case is important)
2) close your Torrent client and move your WoW folder away from your Torrent's download destination
3) now right click on WoW folder> Properties> remove "read-only".

then you did something wrong because it must work at 100%, anyway get "MoP minimal" then

I Fill torrent, deleted the torrent from here to download it, then I rebooted the PC in the properties here went for read-only folder and subfolders
