Im now level 77 and yes I don't have high rated gear but level 80s are basically one shotting me, and level 70s even hunters with bows are 2/3 shotting me.
Is it that rogues are weak or just weak gear.

I think you've met a level 70 twink. 70 twinks have capabilities in bringing down even 80s. And usually twinks are played by veteran players who know what they are doing. Classes (Except for DKs and pink Paladins) are quite balanced and it is the player that makes a class strong.
Rogues are strong. They have one of the most versatile CC's in the game. They are very flexible for different kinds of situations (PvP-wise). However, in terms of gear, rogues are very dependent on them. They're more on the "soft" side as their armor isn't as stacked or as huge as say, Mail or Plate users. Once you get high end gear though, you'll be backstabbing, mutilating, ambushing, like a crazy mo-fo. Give it time.
If you're getting one shotted by 80's (who would have decent to high end gear) while you're still not at max level, or even undergeared, then that's normal. I myself am a Rogue, and I one shot lowbies (Ambush, lol)
Its neither, its most likely how you play rogues. While leveling as sub i had no problem killing 80s under 20k health from 75 onwards (i think i killed a few at almost 30k, but that was without them having trinket), you also can take 2 non 80s.
Vs equal levels (i.e 11k or so) while leveling to 80, premed step ambush evis is 9-11k damage in 2 globals which is more then enough to win most times, or if you want to be 100% sure, premed slice, cheap, backstab (if it didnt crit hemo) wait till cheap is almost over, kidney - spam backstabs till 5 then evis. Tanky classes sometimes manage to survive at 10% or so afterwards, just evasion/cloak and hemo till 5 point evis and it should be gg.
Anything without a trinket is a free kill.
Dance opener is usually something like: premed slice, cheap, wait till cheap is half over, pop dance, ambush, kindey, ambush if 4+ CP evis if not ambush again then evis, ambush evis ... till kindey is over.
If they have trinket it gets harder, but you just blind the trinket, sap after, sap again and reopen. As long as you dont have a physical bleed on you you can always cloak vanish to get the saps if they have a pet.
Its quite absurd how op you are as sub rogue.
But get caught up out of stealth or without cds and gg, theres nothing you can do and a naked hunter can basicely solo you. You also have 0 health and die vs everything, 80s that ive killed without them being able to do anything at all have easily oneshot me (literally oneshot) if they ever caught me out of stealth (stupid flare being much bigger then the actual visible thing).
And none of the above is actually hard to do, its just basic stuff. (well if you dont level as sub you kinda are screwed)
Edit: (only true vs pve geared people btw, if they have pvp gear its super hard to kill 80s)
