I'm talking in general for all classes. other examples include shammy needing on leather with druid in the group, druid needing on cloth with mage in the group, etc.
From a courtesy standpoint? No. Primary armor wearers should have priority, and needing on their armor type is considered rude.
Mechanics wise? Sure. Armor specialization bonuses wasn't introduced until 4.0.1, so on 3.3.5 there's no real downside to needing on armor that is of a "lower" type than your primary type. Excluding set items of course.

Yes, they should since multiple classes require specific items in order to obtain their maximum output value. A good example of that is a Holy Paladin that will grab some cloth items in order to get the maximum output from his class.

Try leveling a resto Druid without needing on cloth.....
I don't think its fair for a shammy to need on leather, when a druid can't need on mail. That's just one example, but see where I'm coming from. There is plenty of each type of gear to go around and I think each class to stick to their armor type when NEEDING. If the item in question isn't going to anyone's main spec, then everyone can GREED on it.
it's blizz failure nothing you can do about it. Yes its unfair cause as plater you have options to roll on other gears therefore you gear up faster. I remember when i was playing priest when all resto druids take clothes besides their leathers. However in cata blizz fixed this issue.
All i know is when I played TBC and WotLK on retail (quit before Cata) the entire server was cool with sticking to armor classes. It was the rule and the only exceptions were when it came to greeding for offspecs. I guess the World is just a darker place now.
The way we did it back in the day, and I am not sure where this has gone away, whether it is this new generation or what, but we would see who the item was the biggest upgrade for and gear the person. Making people stronger as a group, not just one greedy individual. Of course this was raiding and a guild. But I still carry this concept over even for something like an ICC rep farm where epics can drop. I state before we even start that the rules are, you can need on it if it is an immediate upgrade for the spec you came as, otherwise greed only. If they cannot follow this rule they are immediately removed from the group.

^ Pretty much this here. This sort of issue is why Blizzard implemented "armor specialization" (Ex., Warriors gain +5% strength if they are wearing all plate armor) in Cataclysm, and then in the future completely removed the usefulness of stats that a class/spec wasn't supposed to have (Ex., Rogues would no longer receive any benefit from strength).
As per 3.3.5a, this is just how the game works unfortunately. As a raid leader or master looter, I always try to prioritize leather to rogues over warriors, for example. I also do my best to keep myself informed on what is considered "BiS" (best in slot) for people, this way I can decide whether to allow a certain class or spec to "need roll" on a particular item. That is about the only way to ensure fairness on this sort of thing in the current patch.
Guilds, on the other hand, usually run with their own loot systems which handle the fairness of loot on their own. If you are in a group with people you don't know, the best you can do if you aren't the leader of the raid (doesn't apply to dungeons, unfortunately), is to hope for a competent and fair raid leader or master looter.
Blizzard fixing this was one of the best things they ever did. It was always selfish bs. I managed to level both a priest and a druid on live as healers and never resorted to doing that to others, and I managed just fine.
