So I went to Storm Peaks to search Lillehoff Quartermaster... but nothing :/
Cant find him! Is it some bug or I just have that bad luck? xD

Well maybe you bugged the quartermaster forever :/ (for yourself) because i think you should first do some quests before using those badges. For the other problem i'd guess you are both in different phases, if there is any in storm peaks xD

You can't use the commendation badge alone to make them available. You need to complete a certain order of quests for the Goblins in Storm Peaks ("They took our men!") -> Hyldnir -> Thorim -> Sons of Hodir -> Back to Thorim again.

as long as you dont hand in the last quest "Forging an alliance"
you should be able to see the vendor
