Pandaria Account linked? Merge not available?

I linked 2 of my accounts, but when the merge feature appeared doesn't seem like I could. Because every time I tick the "Select Character" tab none of my characters show up. Help please

that "merge" feature is just for accounts who had more than 10 characters between Deathwing+Ragnaros merge into 1 realm (maybe even for Neltharion+Warsong merge), to not let players lose those characters
