Something is really wrong with either my game or my hunter or warmane server

So i have recently hit 80 on my hunter and was looking to get into doing some pve however i noticed the most crazy thing. It looks as if my global CD is refreshing its self to cause more time in between spells, I will provide a video below. If anyone has had experience fixing this or has the issue your self please post on here and give me some feed back.

It looks like a visual bug to me, your GCD still seems to be 1.5s.
