Question regarding marketplace difference between Lordaeron and Icecrown

Hello simple question and i hope i get it answered from Staff.
Why is there Magic rooster in Lordaerons marketplace for 100 coins and not in Icecrown...it would be good mount to add since a lot of people already want it..and simply switching the reward for rank 1 in 3s with black qiraji battle tank instead of Magic rooster could be a solution if people that put the effort in playing 3s for it complain. This is just my opinion and idea no hating in comments :) (also my english isn't the best out there so yea..)
